For olim whose status starts on or after 1 April 2025, the larger rent aid is decided by district. It applies anywhere in the North, Haifa, South and Judea and Samaria districts, an official list of 1,115 localities, replacing a narrower priority list. Temporary order 429 set the rule for status from 1 April to 31 December 2025, and Ministry procedure 19.000 continues it for status from 1 January 2026.
The difference is large. A couple gets NIS 2,000 a month instead of NIS 659, a single person NIS 1,336 instead of NIS 363 and a single parent NIS 2,239 instead of NIS 739. The aid is paid from month 7 to month 30, 24 payments, so over the window a couple gains NIS 32,184 and a single parent NIS 36,000.
Yet in 2025 only 23.3% of Anglo olim (1,290 of 5,546) and 22.9% of French olim (768 of 3,357) were first registered in a qualifying locality, against 43.4% of Russian-speaking olim and 34.8% of all olim. Taken together, only 2,058 of 8,903 Western olim (Anglo and French) landed where it applies.
Haifa, Hadera, Ashdod, Ashkelon, Kiryat Gat, Zichron Ya'akov, Pardes Hanna-Karkur, Or Akiva, Harish, Efrat, Ariel, Ma'ale Adumim and Givat Ze'ev all qualify. Jerusalem, Tel Aviv, Netanya, Ra'anana, Modi'in and Rehovot do not. Beit Shemesh had a smaller supplement for status from 1 April to 31 December 2025 only, and from 1 January 2026 it gets none.
From June 2026, temporary order 432 adds NIS 500 a month on top: for status from 2 June 2026 in towns 0 to 9 km from the Lebanese border, and for status from 11 June 2026 in seven core northern cities: Afula, Tiberias, Karmiel, Nof HaGalil, Nazareth, Akko and Safed.

It does not show that Western olim chose badly: people pick a town for work, family, schools or community, which this data cannot see. The 2025 counts include olim who arrived before 1 April 2025 under the earlier rule, and the aid requires renting without owning a home. Temporary order 429, procedure 19.000 and the Ministry's guide all give a payment window of month 7 to month 30 for arrivals from 1 March 2024. Confirm yours with the Ministry.

Méthode
Each 2025 record in the Ministry file was matched by first locality to the official district list and counted by origin group (agg.py, spine.py and ext_build.py in profiles-research/datasets/opportunity-atlas-build). The totals multiply the monthly gap by the 24 payments from month 7 to month 30.
