Haifa passes our schools, train and rent screens together, yet its share of Anglo olim fell by almost a third

Its bagrut eligibility (83.1%) is below Ra'anana's (90.1%) and Modi'in's (92.6%) but above the national rate, and its family rent is a quarter below national with the larger rent aid on top.

Family rent in Haifa is NIS 4,061 a month for 3.5 to 4 rooms (CBS, Q2 2026), 25.5% below the national average, against NIS 5,273 in Netanya, NIS 6,180 in Jerusalem and NIS 8,872 in Tel Aviv.

Its 2024 bagrut eligibility is 83.1% against 76.6% nationally and its socio-economic cluster is 7. The fastest morning train to Tel Aviv HaShalom takes 58 minutes from Haifa Hof HaCarmel station; from Haifa Center it takes 69. Since April 2025 it qualifies for the larger olim rent aid, and procedure 19.000 continues that for 2026 arrivals.

It is the only city in the atlas that passes both the strongest-start screen (schools 5 points above national, cluster 6 or more, a train of 60 minutes or less and rent at or below national) and the cheap-rent screen.

Anglo olim are not following. Haifa's share of Anglo olim fell from 2.62% in 2015 to 2019 to 1.83% in 2023 to 2025, from about 123 a year to 87. French arrivals fell from about 63 a year to 22.

What this does not show

City-wide figures hide large differences between Haifa neighbourhoods. Its 2023 to 2025 intake was 92% Russian-speaking (11,471 of 12,410), so the English and French-speaking networks are thin. A falling share may reflect jobs or communities elsewhere, which this data cannot see.

What to do

If you are a young family weighing Ra'anana or Modi'in on cost, visit Haifa neighbourhoods near a station and check the rent aid for your status date before you decide.

Method

Rent from CBS Table 4.9; bagrut from the Ministry of Education Shkifut API; train times by a connection scan over the GTFS feed (rail_extract.py and rail_csa.py). Shares are Haifa's part of each period's national Anglo or French flow (agg.py).
