Retiree, or parents following children

The short answer

Older olim who follow their children usually land softly on family support, and the recent stories are early but positive. The risks sit in money and health: a pension that may not transfer or that buys fewer shekels, a means-tested Israeli benefit for those who arrive after pension age, housing, isolation without Hebrew and care needs later. Plan for year five, not only month one.[1][2][3][4]

Confirm thisBased on: 2 recent stories (both early), Bituach Leumi rules and Bank of Israel exchange-rate data.

Who this is

You are at or near retirement, often following children and grandchildren who already live in Israel. Health, money that arrives from abroad, housing and a social life matter more than a job.

Share of arrivals:

Olim aged 65 and over were 12% of 2025 arrivals (2,608 of 22,423 records). Among North American olim in 2025, NBN counted 548 retirees.[5][6]

What to do, by starting point

Not sure which tier you are in? Three yes or no questions on the profiles page will tell you.

Tier ASecured income and a cushion

What matters most

With a pension and savings, the risks are currency, care costs later and family pull in both directions. Set up the health fund, supplemental cover and powers of attorney (with a lawyer) in the first 90 days.[4][7][9]

Confirm thisBased on: Exchange-rate data, the insurance window and the years 2 to 5 warning signals.

Timeline

Month one is usually easy; the planning that matters is for years three to five, when health and care needs grow.[8][10]

Early patternBased on: A 2013 study of older olim (background only); the 2 recent stories are both early.

Warning sign to watch (a threshold we are still testing)

A health event with no care plan in place, or pension income falling in shekels below your monthly costs.[4][9]

Early patternBased on: Our proposal from the exchange-rate trend and the failure analysis. Drawn from 23 documented failure cases.

Tier BOne of the two

What matters most

A pension without savings depends on the exchange rate; savings without a pension depend on how long they last. Ask how the means-tested Israeli benefit treats your foreign income before you count on it.[3][4]

Confirm thisBased on: Bituach Leumi benefit page and exchange-rate data.

Timeline

In the 2 recent retiree stories, the first months were about family, health fund and social life; neither story yet reaches year two, when money questions tend to sharpen.[1][10]

Early patternBased on: 2 recent stories.

Warning sign to watch (a threshold we are still testing)

Monthly costs exceed pension or benefit income and savings are falling with no plan.[9]

Early patternBased on: The financial-distress marker in our proposed outcome measure. Drawn from 23 documented failure cases.

Tier CNeither

What matters most

With no pension and no savings you will depend on the means-tested old-age benefit and on family. Claim it early, and ask your municipality about senior and public housing, whose queues run for years.[3][11]

Confirm thisBased on: Bituach Leumi benefit page; queue lengths from register entry B11.

Timeline

Start the benefit claim and the housing application in the first weeks, not after the absorption basket ends.[12][11]

Confirm thisBased on: Basket timing plus long public-housing queues.

Warning sign to watch (a threshold we are still testing)

No benefit claim filed by month 3, or no stable housing in view by month 6.[9][11]

Early patternBased on: Our proposal; not yet validated. Drawn from 23 documented failure cases.

What success looks like

Months 0 to 3

  • Family does the landing: a 67-year-old from Sydney (2024) whose children and grandchildren were already here described a soft landing, with housing secured by her daughter; a New York couple in their late 60s (2026) moved into a rental their daughters chose by video tour.[1][2]

    Early patternBased on: 2 stories.

  • Health cover first: waiting periods on supplemental health insurance are waived only if you join within a window after arrival, commonly 90 days.[7]

Confirm thisBased on: A guide page (Yad L'Olim, undated); check your health fund’s current rule.

Months 3 to 12

  • A social life is the work of year one: the 2024 Sydney arrival credits social clubs and new friends at about five months, and found selling a business and a home and sorting finances the overwhelming part at first.[1]

    Early patternBased on: 1 story.

Months 12 to 24

  • The recent stories do not yet reach year two for this group. Older data on long-settled retirees from the former Soviet Union shows what builds up later: 75% had difficulty with Hebrew and 27% lived in public housing.[8]

Early patternBased on: A 2013 study of 1,013 retirees who arrived 1990 to 2011; background only, not this cohort.

Real risks, and how it goes wrong

  • Arriving at or after pension age means no standard Israeli old-age pension: Bituach Leumi may pay a means-tested special benefit instead, and what counts as income for that test matters.[3]

Confirm thisBased on: Bituach Leumi rule page; check your own case with them.

  • Public housing queues are long: 31,304 people were on the waiting list in 2021, 19,462 of them elderly.[11]

Confirm thisBased on: Ministry figures reported by an advocacy group; 2024 to 2026 queue data is missing.

  • Isolation without Hebrew: among long-settled older olim from the former Soviet Union, 75% reported difficulty with Hebrew and 32% lived alone.[8]

Early patternBased on: 2013 study; background only, not this cohort.

  • The shekel has moved against foreign pensions: it averaged about 3.03 per dollar in 2026 to date against about 3.70 in 2024.[4]

Your other country

Aliyah does not close your file in the country you left. Tax, social security and pensions, passports and professional licences, bank accounts and money transfers (including from Russia and Belarus under sanctions) and the family you leave behind all carry on there. Some of it also changes what you receive here: what you declare to Bituach Leumi and the Ministry of Aliyah and Integration about foreign income, pensions and support from family can change the benefits they pay. We add the rules country by country as we check them, below. For everything else, check your own case with the body that pays the benefit and read your origin page.[11][14][3]

Confirm thisBased on: General framing from Barriers Register entries B08, B11 and B16; no country-specific rule is stated.

For older olim the other country is where the pension, the savings and often the doctors are. Whether the pension can reach Israel, and how it is counted here, is the largest single question.

  • If you arrive at or after pension age, Bituach Leumi's special old-age benefit is means-tested, so a foreign pension you declare can reduce it. Check your case with Bituach Leumi before you count on it.[15]

Confirm thisBased on: Bituach Leumi rule page (Hebrew), checked 2026-10-15: non-work income counts toward the test and a foreign pension is not among the exclusions. The ceilings change every year.
